Gilbert Fontenard - The Three Important Factors of Highway Design Planning And Development

While working for the Ministry of Communications and Works in Saint Lucia, Gilbert Fontenard was involved in the review and supervision of construction of a new by-pass road to the city, which would be a part of the Millennium Highway. He has also worked on a number of other highways in similar capacities. Highway design and planning is a very involved complex and the initial stages take in three main areas.

Financing

Appropriating the financing required to build or improve an existing highway can often be difficult. This is, in part, due to the fact that the characteristics of highways, considerations of their effects on the environment and the pricing related to materials is constantly changing. This obviously means that the means of securing funding must also constantly change as well. However, without it no highway design project can get off the ground.

Environmental Impact

In an increasingly environmentally conscious world, the impact caused by the construction of a highway must be taken into account during the planning stages. Identification of impacts that could be caused to both the natural and socio-economic environments must be considered, with each of these impacts being evaluated so that measures can be put in place to mitigate or compensate for them.

Safety

Highway designers like Gilbert Fontenard must also consider the safety features that the highway will make use of in an effort to reduce the likelihood of accidents and fatalities. Interaction with road traffic systems needs to be taken into account, with potentially dangerous scenarios being accounted for as well.
